OFFICIAL PRIZE DRAW RULES (“Rules”)

The prize draw (“Prize Draw”) for the 2026 survey cycle of the Baccalaureate Graduates Survey (the “Survey”) is administered by His Majesty the King in right of the Province of British Columbia, as represented by the Minister of Citizens’ Services, BC Stats (the “Province”). By entering the Prize Draw, you represent that you satisfy all of the eligibility and other requirements set out below, and you agree to comply with these Rules.

No purchase is necessary to enter or win.

1.         PRIZE DRAW PERIOD

The Prize Draw begins at 8:00 a.m. Pacific Time (“PT”) on August 24, 2026 and ends at 11:59 p.m. PT on February 22, 2027 (the “Prize Draw Period”).

2.         WHO IS ELIGIBLE TO ENTER

To be eligible to enter the Prize Draw, you must:

(a)      be in the cohort of the Survey for the 2026 survey cycle and have received an email, text and/or telephone call invitation to participate in the Survey;

(b)      during the Prize Draw Period, complete the Survey and opt in to the Prize Draw, as described in section 5;

(c)      be a legal resident of Canada, excluding Quebec; and

(d)      be at least nineteen (19) years old at the time of entry.

At any time, the Province will have the right to request from you proof of eligibility to enter the Prize Draw. Failure to provide proof within a reasonable time or the provision of false or misleading information could result in your disqualification from the Prize Draw.

3.         WHO IS NOT ELIGIBLE TO ENTER

You are not eligible to enter the Prize Draw if you:

(a)       are an employee, representative or agent of the Province or an employee of a representative or agent of the Province;

(b)       are a contractor of the Province assisting the Province with the administration of the Prize Draw (a “Contractor”) or an employee of a Contractor;

(c)       are an immediate family member of or live in the same household as any of the individuals listed in paragraphs (a) and (b) of this section 3. For the purposes of this section 3, “immediate family member” means mother, father, brother, sister, son, daughter or spouse, regardless of place of residence.

4.         ENTRIES

Individuals who wish to enter the Prize Draw must submit an entry (each an “Entry”) as set out in section 5.  There is a limit of one (1) Entry per individual unless the individual is eligible for an “early bird” Entry, as described in section 5, in which case there is a limit of two (2) Entries per individual. 

For the purposes of the Prize Draw, Entries indicating the same name, mailing address or email address will be considered to belong to the same individual and are therefore subject to these limits, as are Entries made by the same individual made with different email addresses, mailing addresses or under different identifies. Any Entries in excess of these limits, as well as any Entries that are incomplete, illegible, forged, tampered with or are otherwise non-compliant with these Rules, will be void.

No purchase is necessary in order to enter the Prize Draw or to win a Prize (as defined in section 6).

5.         HOW TO ENTER

To enter the Prize Draw you must, after completing the Survey, opt in by providing your first and last name, email address(es), and telephone number(s) (the “Opt-in Information”). Your completed Survey, along with the Opt-in Information, constitutes one (1) Entry into the Prize Draw. If your Entry is submitted by October 15, 2026, you will receive one (1) additional Entry into the Prize Draw, for a total of two (2) Entries. All fields in the Survey must be completed and all Opt-in Information must be provided for your initial Entry to be accepted and, if applicable, for you to be eligible to receive an additional Entry.

All Entries become the sole property of the Province.

Individuals who are eligible to complete the Survey but who do not want to do so may still enter the Prize Draw by mailing a letter with their first and last name, email, telephone number, unique secure access code (used for the Survey administration process) and institution attended to:  Attention: BC Student Outcomes Program 2026 Baccalaureate Graduates Survey, BC STATS, PO BOX 9410 STN PROV GOVT, VICTORIA BC, V8W 9V1. If your Entry is received prior to October 15, 2026, you will receive one (1) additional Entry into the Prize Draw, for a total of two (2) Entries. All mailed entries must be received during the Prize Draw Period. Entries received after the Prize Draw Period has ended will be void.

6.         PRIZES

A total of eleven (11) prizes (each a “Prize”) with a combined value of $1,550 CDN will be awarded during the Prize Draw Period to eligible entrants who have complied with the Rules. An entrant may only win one (1) Prize even if the entrant is entitled to two (2) Entries as set out in section 5. The Prizes are as follows:

• 1st Prize: Two Prizes of $500 each
• 2nd Prize: One Prize of $250
• 3rd Prize: One Prize of $125
• 4th–10th Prizes: Seven Prizes of $25 each.

Prizes must be accepted as awarded. No alternatives, substitutions or transfers of a Prize will be allowed. The Province is not responsible if factors beyond its reasonable control prevent any Prize from being awarded. Prizes will be delivered by mail within approximately eight (8) weeks of the date of the random draw.

7.         WINNER SELECTION

At approximately 1:00 p.m. PT on March 17, 2027, a total of eleven (11) Entries from all eligible Entries submitted during the Prize Draw Period will be selected by the Province by random draw at Victoria, British Columbia. Odds of winning depend on the total number of eligible Entries received during the Prize Draw Period.

Selected entrants will be notified via email and/or telephone using the contact information provided by the entrant in their Entry within ten (10) days of the random draw. The Province will attempt to contact the selected entrants once per day for two (2) consecutive business days (Monday through Friday, excluding statutory holidays).

Each selected entrant must respond to the Province via email, phone or voicemail within seven (7) calendar days of being notified of their selection as a potential winner. If a selected entrant does not respond within this timeframe, another entrant will be randomly selected in accordance with this section 7 and the initial selected entrant will be disqualified and will have no recourse against the Province. The Province is not responsible for any change to an entrant’s contact information or for any failure whatsoever of an entrant to receive notification of their selection as a potential winner or for the Province to receive an entrant’s response.

Before being declared a winner, each selected entrant must:

(a)       correctly answer a mandatory unaided, time-limited mathematical skill-testing question; and

(b)       sign and return the Release (as defined in section 8) within the required timeframe as set out in the Release document.

If a selected entrant does not answer the skill-testing question correctly, does not return the Release document within the required timeframe or is unable or unwilling to accept the Prize offered, another entrant will be randomly selected in accordance with this section 7 and the initial selected entrant will be disqualified and will have no recourse against the Province.

8.         WINNER RELEASE FORM

To be confirmed as a winner, each selected entrant must sign a declaration of eligibility and liability/publicity release form (the “Release”) confirming that the selected entrant: (a) has complied and will comply with these Rules; (b) accepts the Prize as offered; (c) releases the Province, its Contractors, representatives and agents (collectively, the “Released Parties”) from any and all liability arising from the entrant’s participation in the Prize Draw or acceptance, use, misuse or awarding of the Prize; (d) indemnifies the Released Parties from any and all losses that the Released Parties may incur arising out of any act or omission by the entrant in connection with the Prize Draw and/or the Prize; and (e) agrees to the public communication of information identifying the entrant as one of the confirmed winners. The wording of the Release will be determined by the Province in its sole discretion, and the Province may add such other terms and conditions as the Province, in its sole discretion, deems necessary.

If the selected entrant does not return the Release by the date indicated on the Release document or the Release document is returned as non-deliverable, or if the entrant is disqualified for any other reason, the selected entrant may be required to forfeit the Prize, at the Province’s sole discretion. If the Prize is forfeited in accordance with this section 8, another potential winning entrant will be selected from the remaining eligible Entries in accordance with section 7.

9.         RELEASE BY ENTRANT

By participating in the Prize Draw, you hereby release the Released Parties from any and all liability whatsoever, and waive any and all causes of action, related to any injury, loss or damage of any kind to any person(s), whether intentional or unintentional, related to or resulting in whole or in part, directly or indirectly, from your participation in the Prize Draw.

10.       PERSONAL INFORMATION

Your first and last name, email address(es), telephone number(s) and, if you opt to submit your Entry by mail, your mailing address, are collected by the Province for the purposes of your participation in, and the operation and administration of, the Prize Draw. If you are selected as a potential winner and have not previously provided your mailing address, your mailing address will be collected from you for the purpose of mailing you the applicable Prize. Your personal information is collected under sections 26 (c) and (e) of the Freedom of Information and Protection of Privacy Act (British Columbia) and will be used for the purposes set out above. In addition, if you are confirmed as a winner, you agree that your first and last name will be used and disclosed for the purpose of publicly communicating the Prize Draw winners. Information may be shared with the Province’s third-party service providers for the purpose of allowing such third-party service providers to assist the Province with the operation and administration of the Prize Draw. 11.       INTELLECTUAL PROPERTY RIGHTS

All intellectual property associated with the Prize Draw, including trademarks, logos, designs, promotional materials and web pages, are owned by the Province and/or its licensors, and all rights are reserved. Unauthorized copying or use of any such material without the express written consent of the Province or its licensors, as applicable, is strictly prohibited.

12.       LIMITATION OF LIABILITY

The Province assumes no responsibility for and under no circumstances will the Province or any other Released Party be liable to any individual or business entity for any direct, indirect, special, incidental, consequential or other damages based on any entrant’s participation in the Prize Draw, including for: (a) Entries which are incomplete, unintelligible, lost, late or misdirected; (b) technical failures of any kind, including failure of the internet, the Survey link or any website, any problems, failure or technical malfunction of any telephone network or lines, online or electronic systems, servers, access providers, computer hardware or software, incomplete, garbled or delayed internet/e-mail, computer or mobile device transmissions on account of technical problems or traffic congestion on the internet or at any website, or any combination thereof or other failures related to hardware, software or virus; (c) unauthorized human intervention in any part of the entry process or the Prize Draw; (d) technical or human error related to the administration of the Prize Draw or the receipt or processing of Entries; (e) any injury, loss or damage of any kind which may be caused, directly or indirectly, in whole or in part, from any entrant’s participation in the Prize Draw, including any use or misuse of any Prize; (f) any injury or damage to an entrant’s or any other individual’s computer or mobile device relating to or resulting from participation in the Prize Draw; or (g) any entrant’s failure to abide by these Rules. The limitations of liability set out in this section 12 apply, without limitation, to any lost profits, business interruption or loss of programs or information and will apply even if the Province has been specifically advised of the possibility of such damages.

13.       MISCELLANEOUS

All decisions of the Province will be final and binding in all matters relating to the Prize Draw. The Province reserves the right, without prior notice, to cancel, terminate, modify or suspend the Prize Draw if, for any reason, the Prize Draw is not capable of running as planned or if the administration, security, fairness, integrity or proper conduct of the Prize Draw is corrupted or adversely affected, including by reason of infection by computer virus, bugs, tampering, unauthorized intervention, fraud, technical failures or any other causes beyond its control. The Province reserves the right to amend these Rules without prior notice if any factor interferes with the proper conduct of the Prize Draw as contemplated by these Rules.

These Rules are governed by, and are to be construed in accordance with, the laws of the province of British Columbia and the federal laws applicable therein. By entering the Prize Draw, you consent to the exclusive jurisdiction and venue of the Supreme Court of the province of British Columbia, sitting in Victoria.

In these Rules: (a) “including” is not intended to be limiting; (b) headings have been inserted for convenience only; and (c) the singular will also imply the plural, and vice versa, as the context requires. If any term or provision of these Rules is invalid, illegal or unenforceable, all other terms and provisions of these Rules will nonetheless remain in full force and effect.
